The work of the Mulasarvastivadan monks, Koyasan Shingon Tradition, first started in 1997 with the arrival of the Venerable Vira Avalokita and two other novices from America. There they found Cambodia was in turmoil due to the friction between the two Prime Ministers and ultimately Prime Minister Hun Sen would win out. The focus at this early period was on HIV AIDS. The two novices would elect to return to America, Venerable Vira Avalokita would remain for fourteen plus years more.

The Venerable Vira Avalokita associated his main work at the Municipal Referral Hospital (City Hospital) in the City of Phnom Penh, Cambodia. There he would form a free clinic for children with HIV AIDS, however, HIV AIDS work proved to highly completive between NGO’s for money and the U.S. Embassy preferred to give to Christian organizations and not Buddhist (Louis Bradshaw, 2001). The hierarchy of Cambodian Mahanikay Order rejected HIV AIDS work for monks and nuns to do “claiming it was not fit for Buddhist monks and nuns to do” (The Supreme Monk Tep Vong, 2000); this was reversed when they found out that there was money to be made in HIV AIDS. So the Venerable Vira Avalokita expanded the work to include everyone. Now the Municipal Referral Hospital is one of the best in Phnom Penh City, because everyone there works hard for the sick and needy, just not one person is responsible; all have a common vision of a General Hospital.

Once Municipal Hospital was on its feet and running Venerable turned his work to the teaching of the Dharma to everyone as a bodhisattva. He would teach a Dharma based on Reason and Logic, without superstition; ‘to apply good analytical thinking with one’s own wisdom before accepting anything. When one is convinced through wisdom that a certain religion, group, or party can be one’s refuge, then one should practice and follow that religion. One should not accept anything based upon mere excitement, hearsay, traditions. Nor upon one’s fear or joy. Therefore, one should not be carried away by miracle or just accept whatever is based upon tradition.’ Further he teaches, ‘One should not be attached to traditional beliefs but hold to true doctrines and disciplines (dhamma-vinaya) instead. One should always keep reviewing one’s belief. Having established it to be accurate one should keep on practicing accordingly, but if one finds that it is inaccurate and against the principles of true doctrines and disciplines of the Buddha, then one should give it up.’ this eventually led to an affiliation between the Mulasarvastivadan Order and the second sect of Cambodian Buddhism, Dhammayuta.It is Venerable Vira Avalokita point of view that he creates no new works, builds no new buildings, but to improve persons, through education, to serve .

2.3. From the booklet : What is family violence?

The term domestic violence has been used for many years and usually refers to the violence that occurs between two people living in a close relationship including spouses, de facto couples, same sex couples, family members or even flat-mates.
It is only relatively recently that it has been recognised that the violence between those two people impacts greatly on other members of the family, household or community – especially children. For this reason we will use the broader term of family violence. Family violence encompasses inter-generational violence and abuse and recognises all victims. It refers to the harm caused when an individual physically or psychologically tries to dominate or control another family member.
Effects of family violence on children

For some New Zealand children, life is like living in a war zone! They live in an environment characterised by fear, frustration, anger, cruelty and violence. Research shows that children of all ages are affected if there is violence or abuse between their caregivers and extended family members.

Children and young people who experience violence in their families and whānau are more likely than children who have not experienced any form of family violence to:
• develop severe behavioural problems
• become violent as adolescents
• continue the cycle of violence.

There are a number of factors shared by children who have been exposed to domestic violence.

They may display failure to thrive symptoms even as infants.
They may be aggressive or violent towards siblings or the victim parent in ways similar to the abusive parent.
They often suffer from low self-esteem.
They may have poor impulse control.
They often experience academic problems.
They can have a disrupted home life when the victim is forced to flee the home.
They are more often abducted by the abuser parent than other children.
They may have a fear and distrust of close relationships.
They don’t always recognise socially acceptable or correct behaviour.
They may experience psychosomatic complaints, such as stomach pains, headaches, stuttering and anxiety.
They may wet the bed.
They kill themselves more often than children who do not live with abuse.
They blame themselves for the violence or their inability to stop it and protect the victim parent.
They are more likely to be victim of child physical and sexual abuse, most often by the abuser parent but sometimes by the victim.
They are more likely to abuse alcohol and drugs.
They are more likely to commit sexual assaults and other crimes.

Children will be affected in different ways depending on a number of factors including their age, resilience, amount of support from other family members, predictability of the violence. The following is only a guide as to some ways in which the harm may affect them:

Infants
• Poor brain development.
• Poor health and development.
• Poor sleeping patterns.
• Cry and scream more than normal.

Toddlers
• Become very distressed when witnessing violence.
• Be severely shy, have low self esteem.
• Bite, hit, kick, pull other children’s hair.
• Are argumentative.

Pre-schoolers
• Blame themselves for the violence.
• Become very distressed.
• Become very withdrawn.
• Show verbal and physical aggression.

Primary school children
• Begin to learn that violence is a way of resolving conflict.
• Have difficulty at school.
• Have the highest levels of depression and aggression (especially girls).
• Have difficulty concentrating.
• Become rebellious.
• Become anxious and withdrawn.

Adolescents
• Develop other social networks outside of the family.
• Regard the victim of the violence as being responsible.
• Development and future adult behaviour affected.
• Strong possibility of depression (especially girls).
• Become aggressive towards victim or other family members (especially boys).
• Continue cycle of violence.

What to do if you suspect abuse

Children who have been harmed need adults to help.

You can call 0800 456 450 for advice.

In most communities there are child and family services that offer advice and help to people concerned about a child and young person and who will provide help to willing families.

There is very little dialogue among Buddhists about Children´s rights and how to prevent family violence . Why ? Because Buddhists in Asia always think in terms of karma – wrong understanding of karma. If child is abused in a family, they will say: Oh, it is childs karma to be born in such a family. No reflection about bad karma of violent parents , no reflection how to prevent family violence. Some researchers even say that such form of Buddhism – where everything is advocated to karma , understood as fate- is not compatible with democracy and human rights in general . If Buddhas Teachings has to benefit present and future generations, Buddhas teachings must be understood correctly , applied in daily life , in a contemporary ways which are in acoordance with the laws that prevent family violence and Children´s rights. Čemu pa naj bodo predvsem posvečene naše misli ob letošnjem dnevu spomina na žrtve totalitarnih in avtoritarnih režimov? Naša pot naprej pot naprej zahteva izpolnjevanje treh ključnih političnih in etičnih pogojev:

Prvič, zagotoviti moramo resno obravnavanje preteklosti in spoštljiv odnos do žrtev vojn in minulega nasilja. Zgodovinopisje naj bo razbremenjeno ideoloških razlag in političnih kalkulacij. Pieteta do žrtev vojn in totalitarnega nasilja mora biti prav to in nič drugega kot to – spomin na umrle in zavedanje o krhkosti človeškega življenja spričo groze smrti. Upoštevajmo, da obstajajo številni boleči spomini, in da ima vsakdo neodtujljivo pravico do svojih spominov.

Drugič, krivice, storjene v preteklosti, je treba popraviti, kolikor je to le mogoče. Vsi mrtvi imajo pravico do groba in do spomina. Vsi živi, ki so bili v preteklosti krivično prizadeti, imajo pravico do poprave krivic in ustrezne odškodnine. Zakon o popravi krivic, ki ga je Državni zbor Republike Slovenije sprejel l. l996, je v največji meri že uresničen. Tudi vojni zakoni iz l. 2009 se uresničujejo. Vlada in Državni zbor imata odgovornost, da zagotovita vse za dosledno uresničevanje vseh teh zakonov.

In ne nazadnje, tretjič, paziti moramo, da se v naši politiki ne udomačijo elementi avtoritarne ali celo totalitarne prakse. Z veliko občutljivostjo se moramo odzivati na vse primere sistematičnega kršenja človekovih pravic in na vse pojave nestrpnosti do drugačnih. Človekove pravice je treba spoštovati tu in zdaj. Obsojanje preteklih kršitev človekovih pravic je utemeljeno, vendar nikakor ne sme služiti za prikrivanje današnjih kršitev človekovih pravic. Pravosodje je treba spoštovati. Izražanje nespoštovanja sodišč in slabitev sodne veje oblasti spadata med tradicionalne značilnosti totalitarne mentalitete. Poskuse izvršne oblasti, da bi obvladovala dejavnosti civilne družbe ali avtonomne institucije, kot so univerze in kulturne ustanove, je treba odločno zavračati. Potrebujemo spoštovanje načela vladavine prava, prebujeno civilno družbo, krepitev zavesti o pomenu avtonomnih ustanov in odgovorno, demokratično politično prakso. Vse to skupaj je imunski sistem družbe in z njegovo krepitvijo se bomo najbolje oddolžili spominu na žrtve totalitarnih in avtoritarnih režimov 20. stoletja.
