3.1. Universal Education : Negative karma of cyber bullying : social responsibility and prevention

a)Universal education is one of the important Millennium Development Goals (MDG).
With development of internet in the globalized world community there is new kind of violence : cyber bullying (German : cyber mobbing). Cyber bullying – let´s fight it together. Don´t be part of the problem – be part of the solution ! How does Wikipedia describe cyber bullying :

b) Further description of cyber bullying : according to German Computer Bild magazine there are five kinds of cyber bullying :
* network bullying : user obtains insulting comments to his prophile.
* chat bullying : person is intentionally insulted or threatened by others , anonymous persons in the chat.
* photo or video bullying : this is worst kind of bullying . Mobbers insult other person, even beat him/her , record this and upload on youtube, myspace or elsewhere. This resembles terrorist videos with hostages !
* hidden bullying : mobbers create blog or site where they insult a person, treat and humiliate him/her. They post links to this site on other networks (Facebook or elsewhere).
* Cyber bullying through stealing of password with the help of harmful programmes (viruses, troyans etc).
c) who is practicing harmful deeds of cyber bullying ? Mostly younger generation , but not exclusively. Person who has aggressive character will most probably execute his anger also online. Such persons use anonymuous names in forums, chat rooms, blogs, on youtube, facebook , myspace accounts and on other internet sites.
d) Why are individuals and groups practicing harmfull deeds of cyber bullying ? Because of lack of human values and lack of civilised behaviour. Such persons are by nature sociopaths. Hidden under anonymuous accounts or fake names – they think they can insults other and make themselves important. Note that few aggressive adults in Germany published- in chat room – their threats to kill schoolmates and teachers before they have actually done so. At that time nobody who read their threats in chat room took this seriously…There was no social responsibility. Cyber bullying is criminal activity under penalty in all developed countries of the world. In Germany cyber bullying persons can be imprisoned up to five years !
e) How must one act to prevent cyber bullying : if you are confronted with cyber bullying persons on social networks (youtube, myspace, facebook , ning sites or different forums)- block the user. Report cyber bullying person to the provider. Youtube has email service to report abuse. If cyber bullying is posted on other internet sites, find IP address of the provider and report the abuse . Make screen shots of cyber bullying content and sent it to the provider. Demand that provider erase the content from the site in short time (give deadline). Don´t be just somebody with bystander effect, passively supporting cyber bullying ! European Union created a video in 2009 to encourage people against cyber bullying .See awareness campaigns. In heavy cases of cyber bullying the evidence must be reported to the police. One can find all provider´s addresses on www.cqcounter.com/siteinfo website information (enter domain name) . Provider is legally responsible for supporting cyber bullying, if he obtains evidence about cyber bullying, sent to him and does not act to delete contents of cyber bullying or entirely close the site. Shortly : legally responsible for cyber bullying appearing on their sites are : author of cyber bullying, administrator/moderator of the forum , owner of the site and the provider.
Administrators and moderators of different internet forums are legally responsible for all posts on their forum, added by individual members. On our channel of youtube we clearly wrote : no hate speech , harassment or insults will be approved , nor tolerated. EU site has similar guidelines, as well as all other serious sites.
f) Buddhist views about cyber bullying : it is completely against the basic Teaching of Shakyamuni Buddha (quoted above) to promote, support or practice cyber bullying ! Buddhists must not publish slandering, hostility, ill-will, gossiping, insults , because this belongs to negative actions of mind and speech . Yet some “Buddhist” sites are practicing cyber bullying, because obviously they don´t care about legislation nor Buddhist ethics. On their sites we find “list of controversial persons or movements “ as part of their cyber bullying unvirtuous karma activities toward Buddhist masters , Buddhist groups or individual Buddhist practitioners. They even write the names of those toward they wish to practice cyber bullying . They wish to harm, have the intention to insult, humiliate others by writing deliberate lies . With cyber bullying they wish to attract more uneducated members to their forums and to attract public attention ! German language has very correct term to describe such persons : Hassprediger (hate preacher). Cyber bullying sites are full of abusive speech, manipulations , threatenings and ill will. Some Buddhists who have been “banned” because they did not agree with manipulative methods of administrator and moderators of cyber bullying sites, report a lot of negativities going on inside such sites ! It is clear to everyone with healthy mind that HH the 14th Dalai lama don´t support and is against cyber bullying, because he promotes interfaith harmony and human values (see His reply in our previous Alive Dharma teaching). Yet those who actively practice cyber bullying even misuse one of the sayings of the 14th Dalai Lama , (said a decade ago and taken out of the content by cyber mobbers ) , publishing it above their cyber bullying site . This another kind of manipulative abuse.
g)which persons are practicing harmful deeds of cyber bullying : unripe neurotics, anger junkies (toxic anger syndrome), manipulators, abusers. Honest Buddhists don´t practice nor support cyber bullying .

During the visit of HH the 14th Dalai Lama to Maribor city (Slovenia) there has been a lot of hate speech against him on different internet forums (including national tv forum). See above article sent by Buddha Dharma to newspaper Vecer .
We also informed the ombudsman for human rights in Slovenia (dr. Zdenka Cebasek-Travnik) about hate speech toward His Holiness (1.2 – 14 / 2010 – 2 – VAL). On May 31,2010 ombudsman sent detailed explanation about legal responsibility of those who publish hate speech on internet.

Dr. Silvo Devetak, director of Iscomet institute said that Iscomet collaborate with the police and state prosecutors to raise greater awareness and the responsibility to prevent hate speech and cyber bullying on internet .

NO INNER MERIT ! Teaching of venerable Bhikkhu Buddha Dhatu
With Truth! Fifty years ago, we could hardly access to Buddhist Sutras. We just took the NOTES of our master who in turn took it from his master. Most of us are still wondering in the SEA OF DESIRE as the BLINDs are LEADING the BLINDs. For 100,000 people only one has the affinity to meet a Good Master and practice along the right path. Today, Buddhist Sutras are easily obtainable on Internet in many languages. Sutras are also printed and made available to Buddhists. It is a pity that most monks and nuns do not have time to learn them or try to understand the meaning as they are too busy in up keeping of their temples. This Vassa, Bhikkhus and international Sangha have 4 lectures of Dhamma to learn everyday and send 8.000 emails around the world to share. My intention is to REBUILD HUMAN MORALILY BASED ON PRECEPTS. Today we send out Da Bao Ji Jing Chapter 23 Maha-Kasapa chapter. Buddha talked about Buddhas RELICs and IMAGEs. Patriarch Maha-Kasapa has not yet attained Nirvana. But some people are using some kind of stones and claim that they are His relics. How can any good son or student display his parent´s or teacher´s RELICS to collect money? In 2003, before I RETURNED FROM DEATH, I met His Holinesses Dalai Lama again in India. I handed a letter to Him about a Lama claiming that he had a TOOTH RELIC of BUDDHA. He got it when he left Tibet for trading with a Taiwanese Monk. I told His Holinesses that it was easier to own 250 millions worlds of this Saha (1) than to have a BUDDHA´s TOOTH RELICS because there were only FOUR TEETH left after His cremation. Someone even made up a story (2) that a Lama´s mother asked him to bring a TOOTH RELICS of BUDDHA when he was back from India. As he could not find one, he took a tooth of a dead dog home and told his mother that it was a TOOTH RELIC of BUDDHA. Buddha said that the merit of all Arahants relics of this Saha cannot compare with one relic of Single Buddha; the merit of all Single Buddhas relics of this Saha cannot compare with one RELIC of BUDDHA. It was very sinful for the Lama to use DOG´s TOOTH and claimed that it was BUDDHAs TOOTH relic. A Temple is a holy place (3) like a school to learn Dhamma and like a hospital to heal our three poisons. But these days, it is very sad to see that temples are like markets for trading. Buddha in His Nirvana Sutra said that when you see the Relics of Buddha, you can see His teaching (Dhamma). You can understand everything is IMPERMANENT and your renunciation will lead you to the Path of Liberation to be OUT OF THE NET OF INGORANCE. I hope that after reading this Sutra, we are no longer be CHEATED by COMMERICAL and POLITICS religious leaders (4) This way, we can bring peace on earth when the TRUTH appears. If you do not understand the meaning, just recall Patriarch Bodhi Dhamma told Liang Wu Di (LUONG KING) about NO INNER MERIT (4) and Six Patriarch told the Lady King Wu Ze Tian (Vo Tac Thien) You Do Not Have To See Me - See The Teaching See The Buddha. 2.Story about Dog´s tooth is well known . Some interpret it as representation of blind faith.
3.Indeed Buddhist must learn to behave silently & respectfully before Buddha´s statues and holy Dharma scriptures. Many Buddhist temples are very noisy. It is recommended to learn silent , respectful behaviour as in Zen temples , to foster meditation experiences.
4 . It is very important Buddhist daily practice to accumulate merit and wisdom by practicing 10 enlightened/dharmic activities. Commercial and political Buddhists sometimes even “practice” such unvirtuous activities as cyber mobbing, as explained in related research.

OM SVASTI . Thank you for your interest in Buddhist studies. It is nice that you already have Hayagriva empowerment. To make spiritual progress on the Vajrayana Buddhist path one must be vegetarian and avoid all alcohol, drugs and other poisons. One must take the Refuge vows and Bodhisattva vows seriously, developing in oneself six perfections (generosity, joyous effort, pacifying discipline,patience, concentration,wisdom of discernment(prajna) and compassion. Together with this spiritual qualities one´s yidam/meditational deity practice will develop more and more. In Nyingma Vajrayana Buddhism there is special yidam : Vajrakilaya Gurkhukma . Late Kyabje Khenpo Phuntsog Rinpoche discovered Pure vision sadhana in the Asura cave in Nepal. At the end of this lunar month there will be 20. anniversary since HH the Dalai Lama wrote Lineage prayer for Vajrakilaya Gurkhukma. See the Visual Dharma with the meditation sadhana :

In meditation the meditator should learn to be without strong desire and craving, but also without aversion. Overcoming ignorance or unawareness , there is Freedom from sense perception. BUDDHIST DHARMA IN DAILY LIFE : People learn through experiences : Thubten Shenpen alias Ronnan Chattelier (root administrator od Dharmaling forum) prohibits spreading rumours , gossip and hate speech against others from 2011 onwards . In previous years he encouraged spreading rumors and hate speech against others , because he taught he is above the law of karma and above the law of the state which prohibits hate speech against others because of religious reasons . As we all know , because of his hate speech against all that he did not like , he started one section of his forum , entitled : Cults , controversial personalities and movements . He placed me into this “category” , because he wanted to gain advantage in negotiations with the Government of Slovenia (2006). With signing meaningless contract with Gov. of Slovenia, he taught he can start accusing others and encouraging hate speech of his so called disciples .Already from 2007 we have Law of religious freedom which prohibits hate speech . The same prohibition of hate speech against minorities , religions etc . is written in the constitution ! But Thubten Shenpen aka Ronnan Chatellier obtained Slovene citizenship without learning Slovene language and did not care about the laws of the country , claiming he is representative of HH the Dalai lama . We asked the Office of HH about this and their reply was : We never sent Thubten Shenpen to your country . Still Ronnan Chatellier peretended to be this kind of personality , to attract members to his group. He made false reports to the police twice , accusing unknown persons of attacks and injure. Police found out about his false reports and imprisoned him for three days at the police station in Ljubljana . Photos of this imprisonment are published on internet newspapers like Večer and Slovenske novice ….. He was also reported to the police because of pedophilia suspect . In 1999 Ronan Chattelier was sentenced with penalty because of sexual harrasment of children in France ….After the court in Ljubljana wanted him to appear there because of false reports about attacks and self-made injuries , he escaped to France . Such persons as Ronan Chatellier surely do not deserve titles of Lama and Rinpoche . People can buy the Buddhist robe of a Lama in his center for 1500 Euro .He is also unique case how corrupted politicians interact with some “religious personalities” . In our country (Slovenia, EU) politicians are being imprisoned in recent times (see the case of J . Janša former premier of the government, awaiting jail , 2 years sentence)…. Conscious of the harm caused by false teachers, fake lamas, using, misusing, abusing their ‘disciples’ under wrong pretexts such a “tantric practices”, tantric vows, etc. we decided to open this forum. But do lead enough investigation before to post, for the sake of your own karma and the sake of others.
Be careful on our forums not to simply spread rumours. If you have grounded reasons to suspect or accuse someone, provide facts, first hand testimony, etc. Any post unfounded will be removed without warning, as soon as noticed.
** Dharmaling can’t be taken for responsible for comments posted by individuals expressing only their own views **
If any comment is of aggressive, racist nature, uselessly accusative without ground, it will be removed as soon as the moderator will become aware of it.
As well, if any content is incorrect, do send the information/proves you have to the webmaster or Dharmaling office; and the topic can be removed.
Remember that gossips are source of serious negative karma, slanders possible source of law actions. We take also in consideration that a court decision in itself isn’t a proof of truth, as we know, some powerful lawyers or influenced judges can made wrong decisions, for whatever reason.
I know full well how much rumours can be harmful, and I wish this to no one. So, within Dharmaling, I want to see or hear no such things.
