Zveza svobodnih sindikatov Slovenije ministrstvo za delo poziva, da nemudoma določi nov znesek denarne socialne pomoči, saj so minimalni življenjski stroški po najnovejšem izračunu za skoraj 32 odstotkov višji, pomoč pa za več kot 149 evrov zaostaja za pragom dostojnega preživetja.

Zakon o socialno varstvenih prejemkih določa, da ministrstvo, pristojno za socialno varstvo, na podlagi primerljive metodologije najmanj vsakih šest let ugotovi višino minimalnih življenjskih stroškov. Če razlika v višini med novo in zadnje ugotovljenimi kratkoročnimi življenjskimi stroški preseže 15 odstotkov, mora ministrstvo določiti novo višino osnovnega zneska minimalnega dohodka, pri čemer se kot kratkoročni minimalni življenjski stroški štejejo sredstva za zadovoljevanje minimalnih življenjskih potreb v višini, ki omogoča preživetje.

Življenjski stroški so višji za skoraj 32 odstotkov

Inštitut za ekonomska raziskovanja (IER) je decembra lani opravil nov izračun minimalnih življenjskih stroškov, iz raziskave pa izhaja, da kratkoročni minimalni življenjski stroški znašajo 643,41 evra, to je za kar 31,7 odstotka več glede na predhodni izračun, opravljen leta 2022, ko so ti znašali 488,58 evrov. 

“S tem je izpolnjen zakonski pogoj za določitev nove višine denarne socialne pomoči, ki trenutno znaša 494,09 evra na mesec za samsko osebo,” opozarjajo v Zvezi svobodnih sindikatov Slovenije (ZSSS). 

Dodajajo še, da so na višino denarne socialne pomoči vezane tudi nekatere druge pravice, kot sta cenzus za varstveni dodatek in plačilo prispevka za osnovno zdravstveno zavarovanje.

Ministrstvo zato pozivajo, da vsem prejemnicam in prejemnikom zagotovi dostojno višino denarne socialne pomoči in s tem na to vezan varstveni dodatek, glede na novo ugotovljeni znesek kratkoročnih minimalnih življenjskih stroškov.

Pomoč ne zadošča dostojnega preživetja

Prejemniki denarne socialne pomoči danes prejemajo dohodek, ki je za 149,32 evra nižji od novega uradno določenega minimuma kratkoročnih življenjskih stroškov. Že tako neusklajen znesek (iz ugotovljenih 488,58 evra postavljen na 421,89 evra v letu 2022) se je po letih usklajeval le z indeksom rasti cen življenjskih potrebščin.

“Takšne prilagoditve številnim družinam in posameznikom, ki so odvisni od socialne denarne pomoči, ne zadoščajo za zadovoljevanje osnovnih življenjskih potreb in s tem dostojno preživetje. K letni inflaciji že dlje časa namreč največ prispevajo prav podražitve hrane in brezalkoholnih pijač ter stroški, povezani z bivanjem. Ti v strukturi izdatkov gospodinjstev z najnižjimi dohodki predstavljajo največji delež v porabi vseh izdatkov, kar vpliva na nižanje njihove kupne moči in življenjskega standarda,” še pravijo v ZSSS.

V obdobju od oktobra 2022 do decembra 2025 so se cene hrane in brezalkoholnih pijač povečale za 16,8 odstotka, pri čemer so se cene posameznih izdelkov povečale bistveno več (rast cen sadja je znašala 30 odstotkov, mesa pa 17,3 odstotka). 

Število revnih gospodinjstev se povečuje

Prav tako podatki Statističnega urada Slovenije kažejo, da se število revnih gospodinjstev v Sloveniji v zadnjih letih povečuje, in to kljub dobrim gospodarskim kazalnikom. V letu 2022 je z dohodkom nižjim od praga tveganja revščine živelo 251.000 oseb, v 2023 264.000 oseb, v 2024 pa 276.000 oseb (od tega je 43.000 otrok) oziroma za kar 25.000 več prebivalk in prebivalcev Republike Slovenije kot v letu 2022. 

Stopnja tveganja revščine je bila v letu 2024 13,2 odstotka, najvišja pa je med starejšimi od 65 let, in sicer je znašala 22,5 odstotka (18,9 odstotka pa v letu 2022) in se z višjo starostjo le še povečuje. Povišanje denarne socialne pomoči bo neposredno vplivalo na zmanjšanje revščine najbolj materialno ogroženih ter s tem na njihovo večjo vključenost v družbo in na trg dela.

Poziv za določitev novega zneska

V ZSSS pozivajo ministrstvo, da osnovni minimalni dohodek oziroma denarno socialno pomoč in s tem na to vezan cenzus za varstveni dodatek na novo določi skladno z novim zneskom kratkoročnih minimalnih življenjskih stroškov. 

“Tako se bo izboljšal materialni položaj najranljivejših, kot so samska gospodinjstva, enostarševske družine, dolgotrajno brezposelni, invalidi in starejši oziroma vseh tistih, ki si zaradi različnih življenjskih okoliščin niso zmožni sami zagotoviti preživetja. Spomnimo, da je dostojna socialna pomoč tudi ustavna pravica, naj ne bo le formalna, temveč tudi dejanska,” so še zapisali.

To skupino ljudi v Sloveniji šovinisti in nasilniki pogosto imenujejo “socialci” ! Istočasno se takšni nasilniki pogosto

predstavljajo v javnosti kot “humanitarci” , ki samo čakajo, da bi prejeli denar za humanitarne projekte ,

v bistvu pa so lažnivi oportunisti . Kot pravimo v Sloveniji : takšni ljudje so “podn od podna ” !

This group of people in Slovenia is often called “socialci ” by chauvinists and bullies! At the same time, such bullies often

present themselves in public as “humanitarians” who are just waiting to receive money for humanitarian projects,

but in reality they are lying opportunists. As we say in Slovenia: such people are “from the bottom of the earth”!

The Confederation of Free Trade Unions of Slovenia calls on the Ministry of Labor to immediately determine a new amount of cash social assistance, as the minimum living costs are almost 32 percent higher according to the latest calculation, and the assistance is more than 149 euros behind the threshold of decent living.

The Act on Social Security Benefits stipulates that the ministry responsible for social security determines the amount of the minimum living costs at least every six years, based on a comparable methodology. If the difference in the amount between the new and the last determined short-term living costs exceeds 15 percent, the ministry must determine the new amount of the basic minimum income, whereby the short-term minimum living costs are considered to be funds for meeting minimum living needs in an amount that allows for survival.

Cost of living is almost 32 percent higher
The Institute for Economic Research (IER) conducted a new calculation of the minimum cost of living in December last year, and the research shows that the short-term minimum cost of living amounts to 643.41 euros, which is 31.7 percent more than the previous calculation made in 2022, when it amounted to 488.58 euros. 
"This fulfills the legal requirement for determining the new amount of cash social assistance, which currently amounts to 494.09 euros per month for a single person," warns the Federation of Free Trade Unions of Slovenia (ZSSS).

They also add that some other rights, such as the threshold for the social security allowance and the payment of the basic health insurance contribution, are also linked to the amount of social security assistance.
They therefore call on the Ministry to ensure that all recipients receive a decent amount of social security assistance and, accordingly, a social security allowance linked to it, based on the newly established amount of short-term minimum living costs.
The assistance is not sufficient for a decent living
Recipients of social security assistance today receive an income that is 149.32 euros lower than the new officially established minimum short-term living costs.

"Such adjustments are not sufficient for many families and individuals who depend on social cash assistance to meet their basic living needs and thus to live a decent life. For a long time, the biggest contributors to annual inflation have been increases in the price of food and non-alcoholic beverages and costs related to housing. In the expenditure structure of households with the lowest incomes, these represent the largest share of all expenditures, which has a negative impact on their purchasing power and standard of living," the ZSSS said.

In the period from October 2022 to December 2025, the prices of food and non-alcoholic beverages increased by 16.8 percent, with the prices of individual products increasing significantly more (the increase in fruit prices was 30 percent, and meat prices 17.3 percent). 
The number of poor households is increasing
Data from the Statistical Office of Slovenia also show that the number of poor households in Slovenia has been increasing in recent years, despite good economic indicators. In 2022, 251,000 people lived with an income below the poverty risk threshold, in 2023 264,000 people, and in 2024 276,000 people (of whom 43,000 are children), or as many as 25,000 more inhabitants of the Republic of Slovenia than in 2022. 
The poverty risk rate in 2024 was 13.2 percent, and it was highest among people over 65, at 22.5 percent (18.9 percent in 2022) and only increases with age. Increasing cash social assistance will directly affect the reduction of poverty among the most materially vulnerable and thus their greater inclusion in society and the labor market.

Call for a new amount
The ZSSS calls on the ministry to re-determine the basic minimum income or cash social assistance and the related threshold for the protection allowance in accordance with the new amount of short-term minimum living costs. 
"This will improve the material situation of the most vulnerable, such as single households, single-parent families, the long-term unemployed, the disabled and the elderly, or all those who are unable to provide for themselves due to various life circumstances. Let us recall that decent social assistance is also a constitutional right, it should not only be formal, but also real," they wrote.
